Bailiff companies

Most bailiffs work for private enforcement companies that councils, courts and creditors instruct. The name on the letter does not change the rules, but it does tell a person who to check, who to contact and who to complain to.

The same rules apply to every company

No enforcement company has powers of its own. Each one acts under the Tribunals, Courts and Enforcement Act 2007 and the regulations made under it: 14 clear days’ notice, visits between 6am and 9pm, peaceful entry for most debts, the same protected goods and the same fixed fees. What bailiffs can and cannot do

What does differ is the kind of work a company does. Three companies are approved to enforce magistrates’ court fines, where forced entry is possible: CDER Group, Marston Holdings and Jacobs Enforcement. High Court enforcement firms charge on a higher scale. Some companies also collect debts with no court order behind them, as debt collectors with no enforcement powers.

The Enforcement Conduct Board register

The Enforcement Conduct Board is the independent oversight body for the enforcement sector in England and Wales. Accreditation is voluntary. The Board says accredited firms cover around 97% of the private market. Its register listed 55 firms and councils when it was checked on 7 October 2026.

Being on the register means a firm has signed up to the Board’s standards and that complaints about it can be taken to the Board. Some councils employ their own enforcement agents, and those councils appear on the register too.

How to check a bailiff is genuine

Common questions

Who are the main bailiff companies in the UK?

Among the firms councils and courts use most are Marston Holdings, CDER Group, Jacobs Enforcement, Bristow & Sutor, Newlyn, Equita, Dukes and Rundles. For High Court writs, firms include High Court Enforcement Group, Court Enforcement Services and DCBL.

How can I find out which bailiff company has my debt?

The Notice of Enforcement names the company and gives its reference number. If no notice has arrived, the creditor, for example the council’s revenues team, can say which firm it instructed.

Is a bailiff company that is not on the register fake?

Not necessarily. Accreditation with the Enforcement Conduct Board is voluntary, although most of the private market has joined. Every individual agent must still hold a certificate, which can be checked on the Ministry of Justice register.

Can I choose which bailiff company deals with my debt?

No. The creditor chooses which firm to instruct.
